Jill is an Ottawa-based lawyer whose practice is dedicated to advocating on behalf of RCMP Members involved in labour relations processes. She has been providing legal advice on policing, the RCMP, and federal sector labour relations matters since 2005.

Jill first began working alongside police officers during her articles with the Kingston Crown Attorney’s office.  As in-house counsel with York Regional Police, she provided legal advice in all aspects of policing, prosecuted Police Services Act disciplinary offences, developed and delivered legal education training to officers, ensured legal compliance of police policies and procedures, and dealt with complex freedom of information and privacy matters.

 

Jill’s experience with RCMP labour relations matters is extensive. She spent a total of 8 years at the RCMP External Review Committee (ERC), the independent federal tribunal tasked with providing civilian oversight of RCMP labour relations matters. At the ERC, Jill produced or peer-reviewed hundreds of quasi-judicial reports for the Chair of the ERC regarding appeals of RCMP Code of Conduct proceedings, medical discharges, and harassment and human rights complaints, as well as Level II reviews of Part III grievances.

Jill also spent two years at the Immigration and Refugee Board of Canada advising on legal issues ranging from harassment and human rights complaints, grievances, and workplace investigations, to freedom of information and privacy.

In 2015, Jill completed a Master of Laws degree with a focus on issues in policing. Her studies culminated in a Major Research Paper that examined the 2014 amendments to the RCMP Act and their impact on the rights of RCMP Members facing Code of Conduct proceedings.

​

Armed with her knowledge and experience, and fueled by a passion for ensuring fairness for RCMP Members, Jill opened her own practice in January 2018.

​

In her spare time, Jill can be found renovating, gardening, or kayaking at the cottage.
